Work started on the building of the West Hill Lift  in 1889. There were objections to the originally planned construction, and it was finally completed in 1891, at a cost  of £16000. This was £6000 more than the original design, and lead to the bankruptcy of the company in 1894, when Hastings Borough council bought the lift for £4500.
